Vaccination means business for female poultry farmers

Triza Atieno is a poultry farmer and a member of the Young Sisters Group in her local village in western Kenya. This group of 20 female poultry farmers have received poultry farming training and started seeing improvements after training and vaccinating poultry.

“I lost 200 out of 300 birds in one month. I was to administer the vaccine but I didn’t have that capital,” said Triza.

After selling the remaining 100 birds, Triza bought 300 birds and followed the vaccination schedule and she didn’t experience a loss.

Taking control: Tackling Sheep and Goat Pox podcast

Small ruminants – sheep and goats – are a vital asset for many of the world’s poorest livestock keepers and are reared in large numbers by pastoral communities. However, according to the UN Food and Agriculture Organization (FAO), 80% of the world’s 2 billion small ruminant population in Africa, the Middle East and Asia are threatened by a disease known as Peste des Petits Ruminants (PPR). First discovered in 1942 in Côte d’Ivoire, this virulent disease has since spread to over 70 countries and many more remain at risk, particularly with the movement of animals by pastoral communities. Once introduced, the PPR virus can infect up to 90% of a flock or herd and is fatal to up to 70% of infected animals.

Another similar viral disease affecting sheep and goats is known as Sheep and Goat Pox (SGP), which has a mortality rate of about 50% and equally presents a significant loss for any livestock keeper.

Vaccines for both PPR and SGP are available but their use has been predominantly limited to governments vaccinating livestock once an outbreak occurs. However, this does not prevent fatalities and farmers therefore lose infected herds and flocks. Even when animals do not die, they lose weight, milk yields fall and their market value is reduced. There is no treatment for infected animals and vaccination is the only way to prevent and reduce the incidence of these serious small ruminant diseases.

Despite the value of their animals, and the devastating effects of these two diseases, livestock keepers do not routinely vaccinate their livestock to prevent serious losses occurring.

“When PPR was first reported in Uganda in 2007, an estimated 700,000 goats and sheep died,” says Chrisostom Ayebazibwe, senior veterinary officer in Uganda’s Ministry of Agriculture, Animal Industry and Fisheries (MAIF). “Since then there have been regular interventions to avoid another major epidemic. But, we still estimate that around 10% of sheep and goats are dying quietly from PPR. Many more poor livestock keepers are affected by SGP, which often goes unreported. We need to do a lot of work to assist the populations that keep these small ruminants.”

To help raise awareness about the two diseases and the need for routine vaccination, the Global Alliance for Livestock Veterinary Medicines (GALVmed) is working with partners in various countries to sensitise pastoralist communities and other livestock keepers. This is no easy task when livestock keepers are used to governments vaccinating their animals for free. “Our challenge is to inform livestock keepers so that they can take control of their own livelihoods; if they routinely vaccinate their animals then outbreaks will not take hold and losses will be reduced,” says Abdallah Said Twahir, GALVmed’s Director of Market Development and Access.

Two-for-one

GALVmed, a not-for-profit organisation that works with partners to make livestock vaccines available and accessible by smallholder farmers, is supporting the wider availability of a combined vaccine for PPR and SGP developed by the Moroccan animal health company, M.C.I. Santé Animale. MCI is the only vaccine manufacturer worldwide to produce and register a combined PPR/SGP vaccine. The combined vaccine will provide protection against both diseases and will be made available through government vets, private vets and agrovet shops at a fee. Farmers will be able to purchase the vaccine to protect their livestock against PPR or SGP.

In 2015, Ayebazibwe reports that vaccine trials of the MCI combined PPR/SGP vaccine – LYOPOX-PPRTM were launched. In Moroto, Karamoja, north-eastern Uganda, 700,000 sheep and goats were vaccinated along with 30,000 in Sembabule, central Uganda. “Karamoja is a hot spot area for PPR,” states Ayebazibwe. “This is where the first PPR outbreak was reported. It is a pastoralist area and there is a lot of cross border movement of animals.”

Livestock keepers have greatly appreciated using the combined vaccine. Farmers reported that livestock are healthier and they would like a continuous vaccination programme. In Karamoja the vaccination has been free. This is because livestock keepers have few resources and reducing the disease in the region is a national priority. However in Sembabule, MAIF is exploring cost-sharing with the private sector, whereby farmers pay a small fee for the vaccine.

“The cost of the vaccine per animal is around US$1,” Ayebazibwe says. “This is still a lot of money for most farmers, particularly women and young people who own just a few sheep and goats to help with household expenses. But in regions like Sembabule, where a goat can be sold for up to US$30, farmers are better able to afford veterinary and vaccination services.”

One way to encourage communities to purchase the combined vaccine to protect their livestock is to target opinion leaders, states Twahir. “If we can convince commercial farmers to vaccinate and an outbreak occurs, others in the community see that their animals have not been affected and uptake becomes much better.” He adds that, “Government priorities change over time and livestock keepers cannot rely on government regularly providing free vaccination services. With a private sector approach, farmers can choose to protect their animals and control their livelihoods. This approach allows for the sustainability of distribution of the combined vaccine.”

The LYOPOX-PPRTM vaccine is registered in Morocco and awaits marketing authorisation in several countries where registration dossiers have already been submitted and accepted by regulatory authorities. These are the UEMOA centralised registration (grouping of eight Francophone West African countries), Kenya, Tanzania and Uganda. In Uganda, following the positive response from livestock keepers and communities to MCI’s initial 100,000 doses, the government and FAO have ordered further supplies of the combined vaccine.

“We have the capacity to supply at least 135 million doses per year,” says Baptiste Dungu, head of MCI strategy business development. “The project with GALVmed to prime the market has been very useful in creating awareness and triggering more use of the combined vaccine. We hope to expand on this approach.”

From loss to growth – Newcastle Disease control in Jharkhand

“I was born in a farming family in rural Jharkhand. I have seen how ND sweeps out bird populations in villages. I have witnessed and felt the pain of farmers when most of their birds die.”

These are the words of Dr. R.K. Tirkey, the Director General of the Department of Animal Husbandry in Jharkhand in India. He was speaking in Ranchi at the new ND control project launch by SUPPORT in partnership with GALVmed. The half day event on 13th February 2016 was well attended by government and non-government organisations working for Newcastle Disease (ND) control and backyard poultry promotion in the state.

GALVmed started working on ND control in backyard poultry in Jharkhand in 2014 with a local organisation, SUPPORT, which saw the project as a much needed intervention for rural farmers. It covered a smaller area compared to the newly launched project. This year, birds in vaccinated villages have not been swept out by ND. The number of poultry in every household has doubled and household consumption and sale has also gone up. This was reflected in the launch presentation using collected periodic data as well as testimonies from farmers present at the event. All participants including government officials were happy to learn of this outcome. Moreover, the project is aligned with Jharkhand’s Animal Husbandry department mission to increase the production of meat and eggs in the state.

How does the ND control project work?

The project trained a few young men and women in the area to carry out vaccinations in birds using an ND vaccine that is administered as a drop in the eye. SUPPORT project staff went to villages with a short documentary on ND prevention to show the benefits of vaccinating poultry and once there was a demand for the vaccine, local medicine shops were motivated to stock it.

Vaccinators buy vaccines from local medical stores and travel to villages to vaccinate. Vaccination is repeated once every quarter. Farmers pay for this vaccine and service and are happy with their increased number of birds. Vaccinators have a part-time job and local medical shops have added one more product to sell. It is a self-sustaining new service available to farmers in rural areas of Hazaribagh and Ramgarh district in Jharkhand.

Taking lessons from the ongoing project, SUPPORT decided to expand the project area and GALVmed is supporting them.   This project, like all other GALVmed ND control projects, will also benefit from a well-established ND vaccine supply system being put in the state by an Indian vaccine manufacturing company, Hester Biosciences Ltd., which has recently expanded its vaccine supply system for the benefit of poor farmers in the state.

Will these projects help in pushing more backyard poultry into the local markets? Will the projects demand more ND vaccine and other medicines like dewormers. Will more young men and women find employment as vaccinators? Will farmers continue to adopt this new vaccine for their benefit? SUPPORT is very optimistic about all the above happening. In the meantime, we’ll be monitoring and evaluating the effects of this intervention over the next two years to see if this has happened in the project area as indicated by the first year’s report.

Vaccinating poultry creates opportunities for young people in India

For a period of more than seven years, Mr Sunil Soni was a labourer at several poultry farms in his hometown in the Balrampur district of Chhattisgarh, India – earning a measly Rs 2,000 per month (approximately US $ 30 per month). Then one day in 2015, he came to learn about an initiative by Hester Biosciences Ltd., a vaccine manufacturing company based in India, and GALVmed, a non-profit organisation promoting backyard poultry vaccinations within his state. This programme focused on vaccinating against Newcastle Disease (ND), a contagious poultry disease that kills 100% of chicks and up to 70% of adult poultry. He contacted Mr Pradeep Tripathi (Veterinary Sales Executive) and Mr Kamlesh Kuchwaha (Area Sales Manager) of Hester Biosciences Limited, joined the training programme and enrolled as a vaccinator in the Shakargarh block of Balrampur district. He also went through a training programme on technical and entrepreneurial development. His enthusiasm, coupled with his previous knowledge in poultry, has helped his successful entry in the vaccination business of backyard poultry.

He quickly became one of the best performing vaccinators, having vaccinated 1,800 chickens in his first month of being introduced to the job. He uses the approved thermo-tolerant LaSota ND vaccine manufactured by Hester, which vaccinates poultry for up to three months at a time. Encouraged by the support from farmers and the Hester management, he further increased vaccinations and reached up to 3,200 ND vaccinations in January 2016. Mr Soni has since purchased a bicycle from his earnings to increase his coverage in nearby areas. His new bicycle is enabling ease of transport and he is thinking about extending vaccination services to more difficult terrains within the state.

As a dedicated vaccinator, he has earned respect in his community, which is a driving force for him to conduct vaccination campaigns in remote villages and support poor livestock keepers. His growing success inspires many youth in the community and backyard poultry keepers are happy to receive the services at their door steps.

“My vaccination business has given me an opportunity to earn a decent income while serving some of the poorest of farmers in my state. I can now easily earn an average of Rs 3,000-4,000 per month as a part-time vaccinator without it affecting my primary job,” said Mr Soni.

Chickens are an important source of income and food for rural families across Africa. Newcastle disease, a highly infectious viral disease that affects poultry, can be fatal and wipe out entire flocks. Whilst there is no cure for Newcastle Disease, vaccination is enough to control the disease and protect valuable chickens and other poultry. A new I-2 vaccine, which can last longer than a conventional vaccine, is making a huge difference to Ugandan poultry keepers’ livelihoods, especially in rural areas.

Removing barriers

One of the biggest obstacles currently faced by small-scale farmers and poultry keepers is that vaccines quickly lose effectiveness if not kept refrigerated, usually within 2 hours. The benefit of the newly registered I-2 vaccine is that it is thermotolerant, which means it can be stored for longer without refrigeration in temperatures up to 37◦C without any temperature variations. This makes the vaccine much more user-friendly: even in remote rural areas, poultry keepers can administer the liquid vaccine themselves directly into birds’ eyes or nostrils.

To help bring this vaccine to where it is needed most, the Global Alliance for Livestock Veterinary Medicines (GALVmed) has partnered with private vaccine manufacturer, Brentec, based in Kampala, Uganda.  GALVmed is a non-profit organisation working towards available and accessible livestock vaccines for smallholder farmers, and this partnership is enabling Brentec to produce the I-2 vaccine (Brentec’s branded vaccine is called Kukustar) and distribute it to rural areas.

Sarah Nanzala, a farmer who has been rearing chicken for more than five years has noticed a huge difference since using the vaccine: “I used to rear 50 chickens and around 20 would die as a result of Newcastle Disease. But since I started using Kukustar none of my chickens have died. I have been able to pay my children’s school fees. I urge all farmers to use Kukustar vaccine and ask that manufacturers like Brentec keep bringing it to us.” Muchiri Stephen is another farmer who has realised the importance of vaccinating chickens using Kukustar: “We are lucky that whenever we need to, we can vaccinate our birds. The fact that we can reduce the mortality rate of the birds is making farmers love keeping the birds.”

Private sector for public good

Together, Brentec and GALVmed are using a private sector model to effectively distribute the vaccine to farmers through agrovets. Under this model, farmers pay a small fee to purchase the vaccine from agrovet businesses that, in turn, order the vaccine in bulk from Brentec. By paying a small fee, farmers appreciate the economic value of the vaccine in comparison to free-distribution models, which often only last as long as a project or campaign is funded.

As Brian Bigirwa, Quality Assurance Manager at Brentec in Kampala explains: “Most initiatives fail because people give out the vaccine for free. So farmers do not understand the value of the vaccine. But if a farmer spends as little as 100 shillings on the vaccine and they manage to sell the healthy chicken for 12,000 shillings, they can see the value. I encourage organisations trying to [combat livestock diseases] to make vaccines affordable but never free. Farmers need to understand the value for a sustainable market.”

The private sector model works well, according to poultry keepers, farmers, agrovets, and extension workers because, “We get these vaccines when we need them, in the quantity we need, and well before the expiry date,” says vaccinator, Ikona Stephen. Another positive is that farmers are able to contribute what they can towards the vaccine quantity required for their flocks: as little as 100 Ugandan shillings ($0.03) for a small vial. Using formal distribution channels such as an agrovet business helps reduce animosity caused by access difficulties and uneven distribution efforts. For example, farmer Anyoti Godfrey now also helps to vaccinate his neighbours’ birds: “It makes sense and it helps to carry out the [vaccination] programme without any loopholes because the neighbours can afford the same as you in this system.”

Paying attention to poultry

Creating a long-term, viable vaccination market for poultry makes sense for all those involved. “Kukustar is very good compared to other products which come around and stay for a few years and then disappear off the market,” explains vet and Kukustar distributer, Dr Nahamya Florence (pictured right). “Now that the vaccine is available, people are increasing their numbers of poultry and also their stocks of Kukustar. Of course, this means I also have a job and food on the table. But, at the same time, I feel happy that my customers’ welfare is improved. So I believe the vaccine is doing a very good job in Uganda’s economy, 80% of which relies on agriculture,” Dr Florence explains.

Extension worker for Buyengo sub-county in Jinja district, Uganda, Samson Ojakol, thinks the public-private partnership between GALVmed and Brentec is a wonderful approach, “the poultry industry in Uganda was neglected before,” he says. “Now we’re saving the life of birds and improving the lives of people.”

Galvanising action against Newcastle Disease in Tanzania

Since 2011, low income rural farmers in Babati district in Tanzania, who rear indigenous chickens to supplement their livelihoods are seeing the significant benefits of having improved access to the I-2 Newcastle Disease (ND) vaccine to protect their poultry on a regular basis. The disease is a serious problem for poultry farmers; according to Dr Roggers Mosha, poultry project manager at the Global Alliance Livestock Veterinary Medicine (GALVmed), ND is responsible for over 50% of all chicken losses to disease across Tanzania.

Although the I-2 ND vaccine was available before 2011 from the Tanzania Veterinary Vaccine Institute (TVVI), farmers were not aware it existed. To overcome this challenge and help farmers access the vaccine, GALVmed came in to support TVVI with marketing, funding and streamlining the vaccine delivery process from the institute via agrovets to the farmers. As a result of this support and through the efforts of other organisations with similar objectives as GALVmed, over 1.2 million chickens are now being vaccinated in the country every three months.

A collaborative approach
To achieve this success, GALVmed brought together government extension officers, agrovet distributors and dealers at district and ward levels for training on handling and administering the vaccine to poultry. GALVmed chose to pilot the initiative in Babati, Hanang and Mbulu districts, where farming of grains like maize, cowpeas and sunflower is vibrant. “These crops support backyard poultry very well,” emphasises Mosha.

From the three districts, 30 extension officers with a background in animal health were selected and trained by GALVmed and each had to then train 10 community vaccinators (CV), who had achieved at least primary school education. Iboma Abubakar, a 43 year-old CV in Gallapo ward, Babati district, is just one beneficiary of the training; every three months of the year, he now vaccinates 3,000 chickens from around 300 households in the ward. Before vaccinating, Iboma visits the Gallapo households to count the number of birds that need to be vaccinated, which enables him to know how many vaccine vials to Access to the vaccine has resulted in Modesta Kalalu, a grandmother in Gallapo ward being able to successfully rear 100 chickens. Before 2011, the 20 to 30 chickens she reared all succumbed to ND. She has also learned from the local CV about maintaining hygiene in her chicken sheds. “I ensure there is no dampness in the sheds as that causes the disease to linger,” states Kalalu. A young mother, Katerina Maribor, also from Gallapo agrees: “The CVs have made us aware that our chickens are safe from ND, as long as they are
vaccinated every three months.” Today she has almost 70 indigenous chickens, since she started rearing nine months ago.

Accessing the vaccine
Local agrovets at ward level supply the vaccine to CVs like Iboma. In Gallapo ward, William Laiser, a retired extension officer, started stocking the vaccine in 2012. In a month, he used to sell only two vials but today he sells over 10 making a small profit. “Before, people would only buy the vaccine during ND outbreaks; today they vaccinate on schedule due to the awareness campaigns,” he says.

Laiser buys his ND vaccine stocks from the larger Mamba agrovet, which provides vaccines for the whole of Babati district. Since 2012, the proprietor, Rumininsia Mwanga, has supplied 10 ward agrovets and over 50 farmers across the district. In that time, she reports that she has seen demand for the vaccine increase by 80%. Rumininsia also gives poultry-related advice including on deworming and the selection of the right poultry feed. Stocking the vaccine has resulted in a 40% increase in demand for other products at her agrovet store. Rumininsia buys the ND vaccine from Alpha Veterinary Services in Arusha run by Dr Elisante Ngowi. Ngowi buys the vaccine directly from TVVI and, in turn, sells it to 15 district agrovets in Arusha and Manyara regions and around 150 to 200 farmers as well as relief NGOs. The success of the vaccine in rural areas has also resulted in increased demand for the indigenous chickens he hatches for sale. “Monthly, I sell 1,000 to 1,200 (indigenous) chicken to Babati and Kondoa districts,” he says.

The spread of success
After the success of the ND vaccination campaign in the three initial districts, GALVmed has since rolled out the intervention to Chemba, Karatu, Kondoa and Simanjiro districts. The success of the vaccination and awareness campaigns has also spilled over into Gairo district which was not initially targeted. In Gairo district, 39 new CVs in the third quarter of 2015 have vaccinated 120,000 chickens from 12,000 households. “Farmers who regularlymaintain a vaccination schedule have seen their ND infections reduced to zero,” says Mosha. However, he also advises farmers to adhere to good basic animal husbandry practices to help reduce outbreak incidences; such practices include quarantine of new chickens for a month to assess their health status, and vaccinating them before mixing them with others.

For commercial poultry keepers, Mosha urges them to practice an “all in-all out” management system, where chickens of the same maturity are raised and all sold at the same time. Where the practice is not feasible, especially in rural villages, the vaccination remains a viable option. He also urges farmers to be vigilant during festive seasons when chicken movement between different markets is high, as this often facilitates the spread of ND.
